Basement Conversions: Three Very Different Jobs

“Basement conversion” covers work ranging from a fortnight to the better part of a year, with budgets an order of magnitude apart. Establishing which one you're contemplating is the first useful step.

Scope

Which of these are you actually planning?

Cellar conversion
An existing cellar that already has usable head height, tanked and fitted out. No structural excavation. Typically 8–12 weeks and by far the cheapest route to habitable space below ground.
Lowered floor
Excavating an existing cellar to gain head height. Requires underpinning the existing walls in sequenced bays, with structural design throughout. Typically 20–30 weeks and several times the cost of a straight conversion.
Full excavation
Creating a basement where none exists, under the house or extending under the garden. Major engineering, substantial spoil removal, and commonly 9–18 months including consents. A different category of project entirely.

The real work

Below ground, water is the whole problem

Everything else in a basement is conventional construction. Keeping it permanently dry is what separates a basement that works from one that has to be opened up again in five years, and it is not the place to save money.

The governing standard is BS 8102, which defines three approaches: Type A (a barrier — tanking membrane), Type B (structurally integral — waterproof concrete), and Type C (drained protection — a cavity drain membrane feeding a sump and pump). For habitable space in London ground conditions, Type C, frequently combined with Type B, is the usual specification, because it manages water rather than attempting to resist it absolutely.

A Type C system is only as good as its maintenance. Twin pumps, a battery backup, a high-water alarm, and rodding points you can actually reach — all designed in from the start, because retrofitting inspection access is close to impossible. Budget for a service regime afterwards too.

Consent

Your borough may have already decided

Several London boroughs operate specific basement development policies, and they vary considerably. The Royal Borough of Kensington and Chelsea has among the most restrictive in the country — generally limiting new basements to a single storey beneath the original footprint and constraining extension under gardens. Camden operates its own basement policy. Others are more permissive.

This matters more than almost any other factor, because it determines what can be built before a designer draws anything. Establish the current policy position with your borough first. A scheme designed without it is frequently a scheme that gets redrawn.

Also expect the Party Wall etc. Act to apply. Excavation near a neighbour's foundations at a lower depth is notifiable, so expect surveyors appointed, a schedule of condition of the neighbouring property recorded before work starts, and an award covering working hours and monitoring. Handled early it's administrative; handled late it stops the job.

Don't forget

What a habitable basement needs that a cellar doesn't

  • Drainage below the incoming sewer level — a pumped station, not gravity
  • Mechanical ventilation with heat recovery; you can't rely on opening a window
  • Heating, usually underfloor, zoned separately from the rest of the house
  • Lighting designed to work without daylight, plus any lightwell provision
  • Sump pumps on a separate protected circuit with battery backup and an alarm
  • Fire strategy and escape provision for a habitable floor below ground
  • Thermal detailing to avoid cold bridging and condensation at the perimeter

Honest answer

Is it worth doing?

In prime central London, where floor area is the binding constraint and the plot cannot be extended outwards, frequently yes. The value of the space genuinely can justify the engineering.

Further out, it usually isn't the best option. An extension or a loft conversion will almost always deliver more usable space per pound, faster, with less risk and less neighbour disruption. If you have a garden you could build into and a roof you could convert, do those first.

We'd rather tell you that at the survey than after you've paid for a basement design.

Common questions

A correctly designed and installed Type C system with twin pumps, battery backup and accessible maintenance points is the industry standard for habitable basements and carries an insurance-backed guarantee on the membrane. What no one can honestly guarantee is a system that's never serviced — the pumps and drainage channels need periodic inspection.

It depends on your borough and whether you're going beyond the existing footprint. Converting an existing cellar with no external alteration often doesn't. Excavating under a garden, forming a lightwell or altering the front elevation almost always does — and several London boroughs apply specific, restrictive basement policies. Check locally before designing.

Considerably, and it's worth managing deliberately. Spoil removal, piling or underpinning noise, and months of construction traffic all affect the street. The party wall award will set working hours and monitoring, and a project that handles the relationship well genuinely finishes faster than one that doesn't.
